Katie Winters | Principal

Katie Winters, PhD, is a deep generalist, applying the tools of social research, evaluation, and systems thinking to support purpose-driven organizations to learn and adapt so they can do strategic, impactful work.  

With 20 years of experience, she has partnered with governments, foundations, non-profits, and school systems working at the nexus of social welfare, public health, education, and environmental sustainability.  

Embracing a living systems orientation, Katie views life as comprised of highly entangled, self-organizing networks evolving to ever greater complexity through their interdependence. She applies this orientation with methods that are dynamic, iterative, and pluralist, supporting data-informed learning to achieve a sustainable, equitable future for all.  

Katie holds a PhD in Social Research from Portland State University, an MA in Program Evaluation and Organizational Behavior from Claremont Graduate University, and a BA in Psychology and English Literature from the University of Colorado. She is an active member and volunteer with the Oregon Program Evaluators Network and the American Evaluation Association. 

With a strong appetite for new experiences, Katie has lived in huge cities and tiny towns in the US and abroad. Now that she’s firmly rooted in the Pacific Northwest, her adventures are closer to home. She enjoys cross country skiing, backpacking, and exploring Portland’s neighborhoods with her partner. Katie identifies as a cis-gender, able-bodied, white woman (she/her/hers).
